I took admission in m.tech in 2006 on the basis of SC scholarship. The college agreed that I pay my fees and later, the scholarship will be received. But they refused to let me take part in final exam due to the fees issue. In 2018, I got government job. But the college forced me to pay College fees. Why do I pay my fees whereas they refused to me from giving examination? They threatened me and said to send a legal notice. What can be done?

If you're still enrolled in the college, you have to pay the fees, but if you did not get admission, then you cannot be made liable to pay the college fees.

Regarding the scholarship, it is different from college admission, you need to pay college fees if you were not able to sit in the scholarship exam due to your inability to pay the fees.
