A Caveat is a notice given by a person, informing the court that another person may file a suit or application against him and that the court must give the caveator a fair hearing before deciding any matter brought before it in the relevant case. Section 148A of CPC states Right to Lodge a Caveat.

A caveat can be filed in National Commission (NCDRC) and State Commission (SCDRC) and not in District Consumer Forum. For further clarification you can consult a good general legal lawyer in India, who will suggest and help you in your matter.
