Can A Non-Bailable Warrant Be Issued Without A Hearing?

Can a non-bailable warrant (nbw) be issued without a hearing? Can an arbitrating judge issue a non-bailable warrant (nbw)? I have missed EMI payments on an unsecured personal loan. The case has been placed for an out of court mediation.

A Non-bailable warrant is issued in non-bailable crimes, when it is reasonable to believe that the person will not voluntarily appear in court; or the police authorities are unable to find the person to serve him with a summon; or it is considered that the person could harm someone if not placed into custody immediately.
