Liability of Soldiers on the default of Mental Hospital

In armed forces soldiers are forced to stay along with psychiatric patients on the name of security of patients..such soldiers detailed are not trained to handle mental patients but forced to do so..is there any liability to soldiers toward mental patients where CO of hospital is responsible?
