Another Parole Granted To The Priyadarshini Mattoo Case Convict

The High Court, on 21 May 2018, granted a 15-days parole to the convict of Priyadarshini Mattoo case, Santosh Singh for writing the LLM Exams and to attend the marriage of his brother-in-law on furnishing a personal bond of Rs. 2000 and a surety of the like amount.

He had earlier been granted a parole to appear in the Post Graduate Diploma in Criminology and Forensic Science, for his wife’s medical test and for a personal contact programme from April 7- May 1.

As the plea was opposed by the other standing counsel (criminal) Rahul Mehra saying this modus operandi of taking admission in a course and then asking for parole to come out of the jail was defeating the purpose of the system.

The court, however, said the education system is encouraged in prison so that there is positivity in jail. The court noted the submission of Singh’s counsel that as and when he would apply for parole or furlough in future, he shall keep in mind his schedule for exams.

The Priyadarshini Mattoo case was a shocking incident for the entire country. The Mattoo incident is about the society which failed to introspect and take suitable steps for preventing the Delhi from becoming the rape capital.

Priyadarshini Mattoo, a 25-year-old law student of University was brutally raped and strangled to death on January 2006 by a convict Santosh Singh, a 3rd year law student of the same university.

A petition was filed and the trial went to the Trial Court on December 3, 1999 where he was acquitted. But the decision was upheld by the Delhi High Court on 2006 as the court reversed the order by proving him guilty in the case of rape and murder and sentencing him to a death penalty.

On being challenging the conviction of death penalty by the convict the Supreme Court upheld the decision and reduced the death penalty to the term of life imprisonment on 2010.
