Muktsar episode: SAD MLA says meeting was ‘legal’, threatens to move court

BATHINDA: On a sticky wicket for allegedly losing the confidence of a majority of the municipal councillors, the president of municipal council Muktsar has locked horns with Muktsar deputy commissioner.

The council president Harpal Singh Bedi, who is from Shiromani Akali Dal (SAD), on Monday held a meeting convened by him to face no confidence motion. The meeting was held despite deputy commissioner Sumeet Jarangal on Saturday postponing the meeting till Wednesday.

The council president supported by SAD MLA from Muktsar Kanwarjeet Singh 'Rozy' Barkandi alleged that DC has no right to postpone the meeting convened by council president upon circulation of meeting agenda to the councillors. Kanwarjeet said, "The meeting convened today was legal and if harassed we will approach the court".

The DC, however, has termed the Monday meeting attended only by council president and MLA as 'illegal'. The 29 municipal councillors stayed away from the meeting convened by the president. The Muktsar house has 30 members and except president, no one attended the meeting.

Once a meeting for no confidence is held, as per municipal council act, it could not be reconvened before six months.

The seven councillors claiming the support of 22 of the 30 members on August 3 had approached the DC. They had demanded to convene the meeting of the house to table no confidence against the council president. The DC had directed the council president to convene the meeting of the house within 14 days as per norms. The council president did not wait, sent the agenda of the meeting the very next day and convened the meeting for August 7.

The DC informed that there is no executive office posted at the council on Saturday and hence postponed the meeting. He said that executive officer will join on August 8 and will conduct the meeting.

When contacted Jarangal said, "There is no executive officer posted in Muktsar. I had postponed the meeting to Wednesday after getting an assurance from the local government department that executive officer Rajnish Kumar will join his post on Tuesday. If the president would have approached me for appointing any officer to conduct the meeting, someone would have been designated to conduct the meeting. Now the meeting conducted only by president is null and void and next meeting for no confidence will be convened soon".

Meanwhile, Bedi said that "once duly convened, the DC has no right to postpone the meeting convened by the president. If the executive officer was not in chair, the DC could have appointed any officer to conduct the meeting. We have done the meeting in a legal way."
