Can a Policeman say no to registering FIR?
Is it obligatory for policemen to register FIR? Can a policeman, under any circumstances, say no to any person?

Yes, registering of an FIR is necessary in case an offence has been committed and you are reporting the offence at the concerned Police Station.If you are reporting a cognisable crime and the police refuse to register your FIR, you can make a complaint to a higher ranking officer such as the Superintendent of Police (SP), the Deputy Inspector General (DIG) or the Inspector General of Police (IGP).
