What should be done in a situation when there is a breach of bond by the employee?

What action can be taken against an employee for breach of bond if the bond has no arbitration clause?

Yes as per Law when there is breach of aggreement then they are liable to answer before law of court, so any one of them breaches, then opponent can file suit.
